PDF MARIN is a free desktop PDF editor for Windows. It redacts text and images by

removing the underlying content rather than drawing a black box over it, and it can

extract, reorder, rotate and merge pages, measure dimensions on drawings with a

calibrated scale, add watermarks and page numbers, set or remove passwords, and

compress files. The user interface is in Japanese.
